Tokió, May 18, 1908.

I had an interview with Count Hayashi as soon as I received Sir John Jordan's telegram No. 86 of the 25th ultimo, addressed to you and repeated to me. His Excellency then stated that his Government were not satisfied with the arrangement suggested.

I again interviewed the Minister for Foreign Affairs when the "Times" correspondent's telegram of the 10th May, which formed the subject of your telegram No. 81 of the 13th instant to Sir John Jordan, and his reply No. 101 of the 15th instant, was published here. His Excellency described it as "inspired by the other side."

I have sent a full report by the bag which left here on the 15th instant. It will be seen that the views expressed in my telegram No. 31 of the 23rd ultimo are those which are still held by the Japanese Government.
